Well, you're not using a standard configuration and I don't know what
you've changed. Poky shouldn't be trying to build the external toolchain
but is doing for some reason.

If I set:

MACHINE="qemuarm"
POKYMODE = "oabi"

it doesn't build the external toolchain here...
